I have been my has the honour to state that this delay was owing, in the first place, to a desire to explain the project fully to the Legislative Council and in the second place to the inability the Surveyor General expressed to undertake the preparation of the plans of the New Gaol and another public work (new Central School) until the bazaar Reconstruction works were finished.
In addressing the Legislative Council on the 17th of September 1878, I told them it was absolutely necessary to have a Gaol on the separate system. In October 1878 I laid before the Council Sir Michael Hicks Beach's despatch No.448 of 5th June 1878 in which he said that the Surveyor General's plans for the enlargement of the existing Gaol would scarcely meet even the present requirements of the Colony and were open to other objections, adding that in his opinion the erection of a Gaol on a new site would in many respects be found to be the best solution of the question: and in doing so I also laid before them Mr Price's rough estimates of the cost of the alternative scheme referred to in Sir Michael Hicks Beach's despatch. The adjourned debate on this subject was concluded.
